Brazilian society questions the increase in the number of higher education institutions in the same way that the Order of Lawyers of Brazil discuss the growing number of law schools.

To achieve this percentage, we would have to create 7.5 million new jobs, which would represent an increase of 150% compared to the current number.

The National Education Plan – PNE stipulates that 30% of young people between 18 and 24 have access to higher education in 2010. According to the IBGE, only 9% of young people in this age group were registered in 2001. It’s necessary to triple the access for students of this age group. In fact, Brazil needs the opportunities in the area of education to grow, as a way to broaden the possibilities of vocational training, allowing an improvement in the quality of products and services in the country.

Thus, the increased supply of higher education should be seen as an evolution in Brazilian society and not as a reduction of the countries’ intellectual level. The largest number of higher education institutions will enable the population to have more access to the labor market, thus improving the income distribution. Higher education is no longer a privilege available to higher economical classes since now it’s being well within the reach of all classes.

The expansion of higher education is beneficial to the country. However, the State cannot fail to fulfill its role as a regulator and in supervisory activities.

Furthermore, the analysis of the performance of higher education institutions that is shown in the various assessment tools created by the Ministry of Education (National Course Exam) clearly shows a better result of new institutions to the detriment of older ones, even when it comes to infrastructure (community centers, class halls and libraries).

Thus, preventing the creation of new courses under the argument of low quality of higher education would be nothing more than creating a market reserve for existing courses.
